2. Never Promoting Harry Kim (The Entire Series)
This poor man. The forever Ensign, as he's come to be known in the fandom, suffered the most under Janeway's tyranny on board the USS Voyager. Fresh out of the academy during the events of Caretaker, Harry Kim had zero experience before taking his post at ops on the bridge. However, he would go on to see more in the course of his duties than many other higher-ranking officers in the fleet.
Also, he dies. Several times.
Janeway displayed not only the ability to grant field commissions, such as those she bestowed on the Maquis, but that she could also reduce, and raise, members of the crew in rank. She demoted Tom Paris from Lt. to Ensign, only to reinstate the higher rank again. All of this, in front of Harry Kim and his single, solitary pip.
On top of all of this, the events of Endgame show a vengeful Admiral Janeway changing history to ensure that Captain Kim of the USS Rhode Island is erased from history, meaning the final rank this poor man has yet to achieve is still ensign!
