Well it is, because T'Pel, in a precursor to Commodore Oh in Picard, was a deep cover agent.

Collected by the Enterprise, T'Pel's mission for the Federation is all cloak and dagger, hidden behind the narrated logs of Lt Cmdr Data. Through the fourth season The Next Generation episode, we have hints that T'Pel is up to something but it's not clear until much later thanks to Data's reliance on the methods of Sherlock Holmes.

A transporter accident while beaming her over to the Romulan Warbird Devoras seems to put an end to her adventure. Yet Data discovers that her death may not have been so final and after hunting down the Romulan ship, find she's been telling porky pies for a few years.

T'Pel, or more accurately Sub-Commander Telok, certainly goes the extra mile for the Empire and her loyalty is unquestionable. Her activities here are a powerful and under the radar precursor to the events of both the Klingon Civil War in Redemption and, more importantly, the attempted Romulan invasion of Vulcan in Unification.
