Admiral Valdore is more Vulcan than he might want to admit. A cold, direct senior military officer, he was a key figure in the disruption of shipping of several prominent races during the 22nd Century. A Romulan for whom emotion evidently got in the way, his superiors had the greatest faith in his abilities.

Utilising the Andorian Aenar and their mental abilities, Valdore and his associates struck deep in neighbouring territories using a disguisable Drone ship to do his bidding.

Nothing was safe as the Drone ship and the plan to turn the Alpha Quadrant powers against each other almost worked. The intervention of Archer and the NX-01 Enterprise revealed the deception but not the source only a few years ahead of the Romulan War.

In a deleted scene from Enterprise, Valdore and his co-conspirator Vrax, were arrested for failing to destabilise the quadrant. The notion that the admiral was placed in charge of such a project speaks volumes about his respect and dedication. Having a ship class named after him only enhances that reputation.
