Admiral William Ross could have been just a one note character on the show. Played by Barry Jenner, he appears at the beginning of the sixth season, taking Sisko as his aid to command a battle group against the Dominion. Initially, he has to be curt with him, reminding him he is in command of many more people than just one crew.

Over time, Ross gets more screen time and comes to be a valuable ally to have in Starfleet. He manages to take Sisko's idea of going on the offensive to the Federation and get their backing on it, twice. The first is in retaking Deep Space Nine and the second is in invading Cardassia.

He makes a friend out of Colonel Kira by supporting her in forcing the Romulans to vacate a Bajoran moon but it is unlikely he and Dr. Bashir will be lifelong friends. On a mission to Romulus, Ross works with Section 31 to secure a spot for one of their operatives in the Romulan Senate, something Bashir figures out.

This murks the character somewhat though, as the audience, we know that he is no more murky than a certain Captain who worked with a certain Cardassian, resulting in the death of a certain Senator.

Ross cares passionately for the people under his command and, when he, Sisko and Martok stand on the streets of Cardassia Prime, his disdain for the death that surrounds him shows that the cares about the enemy as well.
