Brad Boimler gets mocked a lot for being so awkward and naive, but he's got his talents.

He clearly has a passion for his work, trying desperately to impress his senior officers to move through the ranks. He always did his assignments to the best of his ability, trying hard to follow every protocol to the letter, and was the only crew member aboard the ship who wasn't bothered when Captain Freeman banned buffer time.

After Boimler helped defend the Cerritos against Pakled invaders in the episode No Small Parts, Captain Freeman actually called him one of her best officers, leading to Captain Riker offering him a promotion to lieutenant junior grade and a position aboard the USS Titan. Soon later a transporter accident split him into two exact copies, and one of the Boimlers got to stay as a lieutenant on the Titan, but the other had to return to the Cerritos as an ensign. Starfleet believed that it was an unnecessary complication to Titan's mission to have two of the same person in the crew, though that's no reason why they needed to demote him.

So, while Boimler has demonstrated a sincere loyalty to the Federation, he needs a real boost in confidence to take his skills to the next level. Luckily, the next ensign on this list is there to help him.
