This is a ranking that could easily change with time.

Based on what has been shown in the show so far, Raffi is a broken woman who is doing her best to just get by from day to day. She has lost her family and her career, now relegated to running around with Picard on his latest scheme.

But, as Picard's First Office on the USS Verity, Raffi was a different force entirely. She was a master of numbers and patterns, allowing her to build resettlement models that aided in the rescue of many thousands of Romulans. She worked with a dedication that ended up consuming her completely, so when this was taken away from her she had nothing left.

But, if given a reason again, Raffi could well rise to one of the higher numbers on this list.
