The uniforms the crew of the Cerritos are wearing are new designs unique to Lower Decks.
Speaking to IGN, Mike McMahan explained that the uniforms aren't intended to be in service throughout Starfleet at this point in continuity, saying that Starfleet changes its uniforms so often, some designs don't even make it to the entire fleet before they're phased out.
The uniforms were designed to reflect some aspects of the uniforms seen in the 2385 flashbacks in Star Trek: Picard's first season, but actually look more like the abandoned Starfleet uniforms created for Star Trek Generations that were only used for the Playmates action figures. Trivia, man.
