Picard attempts to contact Starfleet Command using a secure hyper-frequency to get that backup squadron he stood up in last week's episode. He states that he has a first contact situation on his hands and needs Starfleet's support to protect the inhabitants of Copellius from the imminent Romulan attack.

Soji comes to see him and they have a very "the needs of the many outweigh the needs of the few"-type discussion. This kind of conundrum is patented Star Trek, perfectly encapsulated in Star Trek II: The Wrath of Khan and Star Trek III: The Search for Spock. And, if you really want to stretch it, Star Trek Into Darkness.

This scene takes place in Bruce Maddox's old room and there's an animated picture on the desk featuring the home movie footage of Maddox and Agnes making cookies from "Stardust City Rag". These types of animated gif photos were first seen in Ash Tyler's quarters aboard the USS Discovery in the Discovery episode "Will You Take My Hand?"
