2. Sutra Sutra Sutra
After Saga's death, Sutra holds court and proclaims that she understands the Admonition and it's not a warning to the Romulans, it's a rallying cry for synthetics. The Admonition, from Sutra's perspective, is a message to synthetics from an advanced federation of synthetic lifeforms that spans galaxies. These advanced synthetics are promising to excise the threat all organics pose to artificial life and have embedded a frequency in the Admonition that Sutra and Soong can use to contact them.
Picard gives an impassioned speech essentially promising the synthetics the same protection and relocation he offered the Romulans 14 years ago, but everyone knows how that went Sutra has him arrested. Agnes, on the other hand, promises to finish Bruce's memory transfer work and remains free.
So Sutra is essentially letting the Romulans come to Coppelius in the hopes that the advanced synthetic federation will wipe them out. It's not that Sutra is evil per se, but she's definitely not good. Is Sutra really cloned from Data's neurons or is she derived from Lore, Data's evil twin brother? Just like Data and Lore were essentially the good brother and the brother, it's possible Jana was the good twin and Sutra is the bad twin. Sutra's behavior also mirrors Lore's "synthetics versus organics" philosophy when we last saw him in "Descent, I and II". But maybe that's too easy to invoke Lore every time we see an evil android...
