As we've pondered after nearly every episode of Star Trek: Picard, the economics presented in this vision of the 24th century are a little fuzzy. But the money Raffi owes Rios has been a mainstay since Star Trek: Deep Space Nine. Gold pressed latinum was often used at Deep Space 9 by non-Federation-types and Quark was especially interested in the stuff (see every Quark episode).

How gold pressed latinum relates to Federation credits and other alien currencies like isiks (see Discovery's "Despite Yourself" and "Will You Take My Hand?") is still unclear.
