10. Hugh
Hugh was only around for a few episodes, but he had an intriguing character arc. Hugh shows up as an abandoned Borg drone. He’s scared, but also a threat to the crew of the Enterprise. He even expresses a desire to have the crew assimilated, he just doesn’t have the means to do it.
But, through the course of a single episode, Hugh rediscovers his humanity. In this transformation, Hugh reawakens the humanity Picard lost when he was captured by the Borg. It’s an interesting twist on the Borg. Up to that point, they had acted only as mechanical zombies. But, with Hugh, we find out that these drones, deep down, are still people.
This is a theme that is further explored in the character of Seven of Nine, and in the later on the Picard series. It’s one of the more interesting aspects of both of these shows.
