1. The Doctor
The top slot goes to The Doctor, the Emergency Medical Hologram, the maestro with the medical tricorder and the best singing voice that the ship had to offer. Activated because of a devastating emergency in the opening episode of Voyager, the Doctor became the chief medical officer for the ship, despite only being programmed as a short-term supplement, a hard-light band-aid, if you will. He was forced, over time, to expand and enlarge his programming, fleshing him out from a simple manual of health conditions into an activist for holographic rights and representation.
As the show progressed, the wide range of hugely talented actor Robert Picardo was used to almost every capacity, given just how much fun the writers were clearly having with their creation. Whether analysing Borg nanoprobes, acting as a photonic ambassador or vanquishing alien Grendel, the Doctor was an integral part of the crew, despite being made up of light particles. The writing staff saw his initial limitation to sick-bay as a challenge, not a restriction, allowing him greater and greater roles as the show went forwards.
The story of the Doctor is one of carving out your own identity, finding your voice and casting off those simple factors that initially define who you are. Given his flair and charm, there's no better character suited for the top slot. Hats off, Doctor.
