16. Lucius Lavain
Yes, we're including Lucius. Lucius had two outings in Stargate Atlantis' third season and broke up the ever-present threat of the Wraith and the startling re-emergence of the Asuran Replicators with bumbling buffoonery and inexplicable charm.
Lucius is a form of conman who relied on a specific chemical plant to give him power of persuasion over everyone in the nearby vicinity. This he used to seduce women, gain local prestige and generally take what he wanted, all while rambling on with his pointless stories.
The Atlantis team encounter him first as the headman of a small village, where he then brings all of them over to his side with the exception of Colonel John Shepard (who couldn't inhale the chemical due to his stuffy cold). Hijinks ensue and eventually a cure is found, exiling Lucius out to find his next gimmick, and find it he did.
He crops up a few episodes later having found a personal force field and is now using that to impress another village, but this time without all the dubiously questionable seduction. He's a laugh, which is why he ranks as high as he does on this list. Which still isn't very high.
