6. Ricardo Diaz
Diaz was the villain of the subpar sixth season of Arrow, and the front half of its far better seventh.
As a villain, he's not the worst, but he is an infuriating character. Initially just a B-tier villain under the management of Michael Emmerson's super-hacker Cayden James, Diaz's true colours were revealed after killing off James in a well-executed twist, unveiling himself as the mastermind of the season. Great start.
But it goes downhill from there. Despite claiming to be one of the best martial artists in the DC universe, this weasel of an antagonist loses every fight he gets in. It's okay if you lose to the Green Arrow, he's the main man. Lose to Black Siren, well, okay, she's a metahuman. Lose against Felicity Smoak, who spends all day behind a computer screen, then you start to lose some credibility as a tangible threat.
There's no denying that coming after Adrian Chase's Prometheus in season five is a tough act to follow, but Diaz's constant defeats and quick retreats were tiresome, rendering him as someone who would never be able to win.
Each time he escaped only to pop back up to loudly whisper in that horse voice of his, the more hated he became. And the more of a focus that Team Arrow placed on finding this guy, the more annoyed and bored most viewers became.
