This was supposed to be sold to the military for $2 million a dose, however Queen Maeve managed to get her hands on some of it and deliver it to Butcher.

After his chat with Homelander about having a dog fight with only one of them left standing, Butcher decided he needed those powers. Despite these being the exact kind of unsupervised powers the Boys came together to fight, Butcher used his newfound super-strength to literally punch Gunpowder to death.
