12. Madelyn Stillwell
The original Director of Hero Management, Madelyn Stillwell was only properly present for the show's first season, meeting an unceremonious end at the hands of Homelander in the season finale. Career driven, manipulative and imposing, she was always tough to put a finger on, at one moment seeming almost endearing but the next intimidating and threatening her heroes.
Her most compelling component was her relationship with Homelander, which was as twisted and strange as it was darkly humorous and sinister. She seemed to take the role of the unhinged supe's mother, whilst also using his sexual feelings for her against him when she needed him to fall in line.
Madelyn drove much of the superhero narrative in the show's first season, keeping many secrets from her colleagues, punishing those who stepped out of line and manipulating the events around her to better her standing with Vought Industries. Hers was a cruel and disturbing end, and though she won't exactly be missed, her influence on the show is definitely felt more now that she's gone.
