26. Ralph Dibny
There was once a time when The Flash's Elongated Man, Ralph Dibny, was nothing more than an overused source of comic relief and, even then, his jokes didn't always land - there's only so many times you can watch a wannabe superhero refuse to take things seriously.
However, the character slowly began to find his footing as he entered Season 5 and, to many fans' surprise, it was when the superhero aspect of his personality took a backseat that he truly shined. Shocking, right?
Though Hartley Sawyer looks incredibly badass when suited up in his Elongated Man attire, the fact of the matter is that the show has finally begun to primarily explore Ralph's personality, as the character has regained his passion for private detective work - and considering that he was once a bent CCPD detective, that highlights just how far he's come.
If the writers stick with this Ralph going forward, they really could be onto something...
