29. Clifford DeVoe
A desire to make the human race better that slowly descended into a desire to rule over them, there was something Shakespearean about Season 4 villain Clifford 'The Thinker' DeVoe - and that made him an incredibly intriguing character.
The character shared similarities with the Reverse-Flash in the sense that he intricately planned everything that he did and always prided himself on the fact that he was one step ahead of The Flash. Like Thawne, the biggest-selling point of DeVoe's character was the convincing performance from Neil Sandilands who could be both seductive and chilling by speaking just a few words.
Unfortunately, the muddled storyline (that spawned countless villain-of-the-week episodes) ultimately prevented the character from being everything that he should have been.
