30. Jesse Wells
The daughter of Earth-2's Harrison Wells, Jesse created an interesting dynamic throughout the second season that instantly helped set this version of Wells apart from his predecessor, and it made way for some of that wonderful family drama that The Flash once thrived on.
While Violett Beane would continue to be a pleasant recurring addition to the show throughout the third and fourth seasons, lack of consistency in her appearances resulted in Jesse randomly returning to Earth-2 on a number of occasions without explanation - something that ultimately hindered both her overall development and her relationship with Wally West.
A character who had the potential to be a great full-time addition to the show, that potential was unfortunately never realised. That said, it's still a joy to see her return from time to time.
