4. The Anti-Monitor
While The Monitor is a little unusual in his approach, that's more than likely just the kind of 'tough love' manner in which he conducts his business. The same cannot be said for his evil counterpart, The Anti-Monitor.
An ancient being intent on destroying the multiverse as we know it, the one thing that makes him a a strong contender for The Flash's next villain is the fact that he was the main antagonist in the Crisis On Infinite Earths arc in the comics, so it's more than likely that we will see him make his presence felt during the highly-anticipated crossover - especially when you factor in that his comic book ally, Psycho-Pirate, made his debut during Elseworlds. But will he arrive sooner than expected?
As The Flash is the show that actually introduced the multiverse, you have to imagine that the Anti-Monitor's arrival would take place on it. Aside from the fact that Earth-2's Black Siren is on Arrow, the Central City-set show is the only Arrowverse offering that still regularly deals with many of the parallel dimensions. Thus, you can rest assured that Team Flash would go out of their way to stop him from harming any of them before the Crisis arrives.
With The Monitor set to play a major role in Arrow's final season, it would be fitting if the Anti-Monitor were to do the same in The Flash. It would reinvigorate both of the shows and ultimately present the Anti-Monitor as the universe-destroying Big Bad comic fans know him to be long before the Crisis even arrives.
