12. Hartley Rathaway
Andy Mientus' guest appearances in The Flash's first season instantly turned the villainous Pied Piper into a fan-favourite character, and the fact that he never returned throughout the show's run - bar one fate-changing Season 2 guest spot - was nothing short of a travesty.
But alas, Crisis On Infinite Earths rewrote Hartley's fate and allowed Mientus to make the comeback we had all been waiting on - and it was absolutely worthwhile.
Though he only appeared in two episodes, Hartley finally felt like part of the fabric of the show which, in all honesty, is exactly the kind of treatment he should have had from Season 2 onwards. Though he was as delightfully arrogant as ever, the addition of his boyfriend Roderick softened the character and ultimately gave him something to fight for.
The fact that he was only in two episodes and made more of an impact than some of the other characters involved really does highlight that he should have been the one promoted to a regular status for Season 7.
