There are many different levels for women in Gilead's hierarchy system. There are the Marthas, then the handmaids, and then the mistresses. Serena is the lady of the Waterford household, so to speak, so she pulls all the strings. But apparently even the wife of one of Gilead's top commanders isn't free from abuse either.

Upon learning that Serena had gone against his wishes, Fred invited his wife to his office so that he could teach her a lesson. Moreover, he was furious that Serena had June in to edit his documents. Apparently using the handmaid to fulfil ones wishes is off limits - pity he doesn't abide by his own rules. For her sins, Serena was whipped with Fred's leather belt while June was forced to watch. It was a painful scene to watch, but one that holds so much importance moving forward. Not even the almighty Serena Waterford is truly free.

No matter where the women fall in Gilead's hierarchy, none of them have any power. Not yet, anyway.
