If there was one thing The Office excelled in, it was generating unlikeable characters.
Unlike Angela, Ryan's trajectory as an unpleasant person went entirely the right way. He started as the simple Temp Guy character, the youngster who the others could belittle and mistreat in the workplace. But after a few seasons, Ryan ended up moving higher and higher up the corporate ladder, even outranking Michael Scott. But it all came crashing down, and if truth be told, it was satisfying to witness his downfall.
B.J. Novak did a great job of balancing out the comedy of this arrogant character. He felt entirely believable as the roles inflated ego resulted from his ambitions and desire to become a significant player in the world. Therefore, the comedy was grounded and made a lot of sense.
However, he ranks lower purely for the fact that the character was so unlikeable. As a divisive force within the workspace, he caused many conflicts, and his rudeness to the very endearing Kelly was often a reason to find him aggravating. This achieved the character's goal but made him impossible to love.
