2. Miss. Springfield
Miss. Springfield has popped up sporadically since her debut in Season 4’s Whacking Day, being voiced at various times by frequent Simpsons guests Tress MacNeille and Pamela Hayden.
This really is symptomatic of why Miss. Springfield has failed to establish herself as... anything really, in the 26 seasons since. She’s usually at Mayor Quimby’s side, but her accent, age, diction and intellect all vary. Very few things in Springfield are entirely fixed, but Miss. Springfield’s attributes change more than most, and never really get that funny.
Most characters have something consistent about them; it’s this nostalgic feel that holds the weaker episodes together. However, Miss. Springfield just has nothing grounding her, so just kind of appears when needed. It’s a trait that could be successful, but all of her gags are very atypical in the show in that they seem to be punching down with tired dumb blonde bimbo lines.
Season 16’s Mommie Beerest has a throwaway background gag where she and Major Quimby have started a secret family with three kids. It’s a storyline that could make her unique and finally give her some footing, but 14 seasons later and we haven’t seen them again.
