Fear comes with a new set of characters, with new backgrounds and new reactions to the drama. Anybody and everybody you see on the screen during Season 1 could quite conceivably die at any point.

Of course, TWD isn't shy when it comes to killing off characters, but Fear is different in the respect that nobody has any idea of how the story is going to pan out. If a character dies in TWD, the group rally, dust themselves off, and go back to surviving.

However, with Fear, any death could significantly change the fledgling story, and alter the audience's expectations for the rest of its run. Fans are going into this experience blind, with very few pre-conceptions about who will be the major protagonists in the long-term future of the show. That may change during the pilot, but, even still, 6 episodes is more than enough time to develop a major character enough to kill them.
