9. Negan (Jeffrey Dean Morgan)

Negan’s entrance into The Walking Dead is one of the greatest debuts in TV history. With his signature lean, cold smirk, and “thirsty” baseball bat, he ushered in an era to the show where the heroes’ futures looked genuinely uncertain.
Negan sometimes felt a touch over-used, particularly when the All Out War storyline was stretched into the latter stages of Season 8, but following that major plot the big bad proved to be a lot more than a homicidal survivalist with unwavering convictions.
His path to redemption came into focus for the first time after the war, and watching him bond with Judith Grimes and fight for a place in the communities has been a daring, satisfying character development.
Negan is good no matter whose side he's on, and he's sure to only get better with time.
