The Wolves are horrible because they have no reason to be so horrible. Think about it? Every other bad guy and bad group on the show do what they do because they have convinced themselves it is the best option. The Wolves just seem to enjoy causing harm.

For instance, the Wolves use people as bait to steal things from other survivors. And then to add insult to injury, they calve the letter W into their victim's heads. They are also partial to carving a W into their own heads too. Who do these guys think they are? Ted Bundy?

By far the worst thing about the Wolves was their leader, Owen, played by the brilliant Benedict Samuel. Samuel played the character to perfection, possessing a calm and shy persona that comes across even scarier than someone who is outwardly aggressive. Owen was a terrifying individual who killed many people in cold blood. He had zero emotions and even suggested that he wouldn't hesitate at killing children, shown when he threatens Morgan at Alexandria.

The only reason why Owen isn't further down the list is that he once did something kind of nice when he chose to save everybody's favorite anxious wreck, Denise, instead of running away when he had the chance. Well done Owen, you slightly redeemed yourself. Slightly.
