1. It Ends At The Outset Of War

Everything is being built up towards a fight with Negan. It'll see him and the Saviours pitted against various members of Alexandria, Hilltop, the Kingdom, the Scavengers, and Oceanside.

The question is whether they're going to rush through this, or really take their time with the storyline.

It'd be very Walking Dead to have a huge blow-out in the final couple of episodes, quickly destroying something they'd long been building to (e.g. Terminus). That'd certainly provide fireworks, but would ultimately be a letdown.

All Out War is an epic comic book arc, lasts numerous issues, and could span half a season at the very least. It's likely this is the path they set down ahead of Season 7, and despite falling ratings they won't have been able to course correct too much (filming ended in November, when figures had dropped a fair bit but it wasn't quite an ongoing issue).

That means things should be going to plan this season, even if they change various aspects of the storyline for Season 8. This way they can still have an explosive finale, but the season ends at the outset of war, rather than dealing with the actual conflict itself.
