Of all the victims during The Calm Before, Tara is the one who has been on the show the longest, ostensibly making her one of the 'big' deaths of the episode.

While she may have risen to be leader of the Hilltop thanks to the departure of Maggie and the death of Jesus, the show has struggled to establish her as a truly important character in recent years, despite a strong introduction in Season 4. She's largely been used for comic relief, and when they previously tried to flesh her out more, it resulted in one of the weakest episodes of the show.

Nonetheless, Alanna Masterson's performance was likeable, and Hilltop losing another leader is a major blow that will have a big impact on things to come. In the comics, Ezekiel is the community leader who dies, so keeping him alive meant they still needed another leader to kill off, and Tara makes the most sense in that regard.
