8. Just Why Were The X-Files Re-Opened?

So one man wants to speak to Fox Mulder. A web newsman; a pseudo-journalist. The X-Files' version of Jesse Ventura's conspiracy show, with some Bill O'Reilly/Glenn Beck thrown in for good measure. And that draws Mulder out of isolation, and back to the FBI? The agents were actually forgiven - despite Mulder supposedly having a death sentence over his head - after the events of 2008's I Want To Believe. All charges (which were ludicrous in the first place) were dropped. So it was safe for them to return - but fans were never given an explanation as to why the unit was reopened in the revival. Did Walter Skinner order it? Why would he have authority to? He never seemed to have that much power in the past, and it's clear that his position hasn't changed. This might have been an oversight caused by the small batch of episodes optioned, but we'd really like to know: who in the FBI signed off on Mulder and Scully working there again?
