2. Ease Up On All The Universe References
Everyone loves references and easter eggs, but since Titans likely will never have the likes of Superman and Batman (fully-realized) in the show, the constant references feel distracting and detract from the focus of the show. Instead of feeling like the universe is expansive, it ultimately ends up being simple name-dropping without much payoff.
Much like Marvel TV's shows, where they'll mention something that just occurred in the movie universe, Titans will bring up classic villains and even brief glimpses of Batman or the Joker, but will make sure to keep a distance. Since these are characters who will always be prominent in the DCU films, DC likely isn't interested in having several different Batmen (although they may not mind too many Jokers, apparently). Because of this, why not utilize what you have and make them stand on their own?
Go easy on the universe references. They're fun and are even good for some humour sometimes, but leaning on them won't work. When you rely heavily on building the larger-than-life, 'more famous' characters, you make the real people you're focusing on much smaller by comparison. You have a great cast list already, no need to borrow anyone else's.
