2. It Could Be The Alexandria Safe Zone Settlement
The other possibility for Gareth is that he is another reimagined version of a character from the comic books who offers protection to survivors, but rather than the psychotic, sociopathic Negan, he could well be Alexander Davidson, the founder of the Alexandria Safe-Zone settlement, which offers safety to surviving residents of the state. Alexander is never actually seen in the comics, as he abused his power and ran away, when it turned out he was offering protection to women in exchange for sex, which would allow the writers an element of shock and surprise, even if it seems a little odd that a safe zone would lock people up and shoot at newcomers. The Hints This one comes down to supposition more than anything - Gareth is creepy, Terminus seems safe from walkers at least, and somebody kidnapped Beth, which could lead to the discovery that she is being held as Gareth's captive. Plus, Alexandria in the comics is just outside of Washington, DC, which we know is going to be a major setting for the story as it advances in the next seasons. It must be pointed out however, that it may be unlikely for the show to follow the attempted rape of Carl with another sexually aggressive storyline, and the Alexandria safe zone would still make more sense as the eventual end of the Washington DC storyline involving Abraham and Eugene.
