Without The Young Bucks, it's hard to see how AEW would exist. Both Nick and Matt Jackson were founding members of The Elite, and it was their partnership with Kenny Omega and Cody Rhodes that helped to create the All In PPV event and eventually the company itself. It'd be hard to find anymore more loyal to the All Elite brand, but this isn't the only reason why they'd turn WWE down.

The Young Bucks have put tag team wrestling on the map, as before them, it was considered the gateway to a successful career, at least in the eyes of WWE. The company was infamous for placing performers into teams before splitting them up to make one a star, but the Bucks have proved that you can be a massive deal while sticking together.

There's no reason why they'd want to go to WWE, as the tag team division isn't exciting at all, and there would be barely any competitors worth facing. Plus, their spot-fest style wouldn't blend with what WWE look for in their matches.

WWE wouldn't treat the Bucks well, and they are essentially the enemy as Executive Vice Presidents of WWE's biggest rival. Still, The Young Bucks vs The New Day would be one worthwhile matchup, at least.
