4. Raw - William Regal
Even though William Regal is currently the General Manager of NXT - and doing a fine job with it - he deserves more. He's not on TV often enough, he doesn't have a high enough profile, and he should be a heel.
Regal is one of the most entertaining men in WWE history. He's able to play a vicious heel and a bootlicking toady, and sometimes at the same time. That served him well in 2007, when he first became Raw's General Manager. He held the position for nearly a year (and wrestled at the same time) but he was eventually fired in storyline after a second violation of WWE's Wellness Policy.
Regal's push was derailed, and while his in-ring career is over, he can reclaim some of the magic that he had as Raw's GM. Working under Stephanie McMahon would be appropriate, as he's always sucked up to the McMahons, but the most important thing would be that Regal would be doing what he does best - playing a top-notch character.
