Of all of the names on this list, the reasons for Hulk Hogan's absence from the show are the most obvious. The fallout from Hogan's racist remarks being released to the public is still raging and the company is a long way from allowing him back into the fold.

Were it not for the entirely valid controversy surrounding him, though, Hogan would have been a no-brainer for a Raw 25 appearance. He's arguably the most recognisable figure in the history of professional wrestling and a big enough personality that he could've comfortably carried at least one of the segments on the show. Given the presence of Scott Hall, there was potential for a partial nWo reunion and Hogan appearing alongside any of the new stars would have been a recipe for guaranteed electricity.

It seems inevitable that WWE will rebuild its bridges with Hogan eventually as he is such an enormous figure in wrestling history and looms large over the entire industry. Raw 25, however, was clearly too soon for the reconciliation to take place.
