3. Mick Foley

As recently as March 2017, Mick Foley was the general manager of Raw and therefore appeared on WWE television every single week. He was a crucial cog in the company's machine and a hugely popular figure among fans, as well as fronting his own WWE Network show alongside his daughter Noelle.

It's not just recent history that makes Foley significant in terms of the legacy of Raw. The night on which he won his first WWF Championship is frequently voted as one of the greatest moments in the history of Raw, as well as being an acknowledged turning point in the Monday Night War thanks to Tony Schiavone's disastrous delivery of the most arrogant plot spoiler of all time.

Despite his undeniable significance, Foley was nowhere to be seen at Raw 25. He tweeted that he was watching the show at home and added reactions via social media throughout the broadcast. There's no obvious reason for Foley not to be invited to Raw as his relationship with WWE appears amicable and his catchphrases would have made for an easy hit in a backstage segment.
