2. Ludvig Borga
Ludvig Borga was essentially the Vladimir Kozlov of his day, except instead of a menacing Russian he played a smug Finn who derived an excessive amount of pride from his country's world-leading education system.
He could back up his trash-talking in the ring, too. In fact, Borga - real name Tony Halme - went onto a career in legitimate combat sport after leaving WWE in the mid-'90s, first trying his hand at MMA, and then a few months later professional boxing.
Despite generating some momentum on the early episodes of Raw in '93, Borga never made it to the heights of which he was initially expected, his career highlight being a place next to Yokozuna on a five-man Survivor Series team.
According to some, it was a poor attitude backstage that ultimately derailed his push - and when you look at some of the controversies that blighted his subsequent political career, perhaps there's a whiff of truth to that.
