According to Jeff Jarrett, he definitely didn't hold Vince McMahon up for money before losing the Intercontinental Title to Chyna at No Mercy 1999 and leaving for WCW. According to Jim Ross, Bruce Prichard and others on their podcasts, he definitely did.

Vince was enraged.

Jarrett has alleged that he only wanted unpaid merchandise money from McMahon, and that he was worried he wouldn't get them after that night if he left the building without insisting. Meanwhile, JR told in one of his books that Jeff conducted business poorly and forced the WWF to stump up some cash if he was going to drop the IC belt on pay-per-view.

This last-minute drama resulted in a big, fat paycheck for Jarrett and a new champion in Chyna. Who knows what might've happened had McMahon refused to bow to Jeff's terms and/or found another way to take the title from him?
