6. Samoa Joe
Joe's status is still up in the air. Earlier this month, the Samoan Submission Machine confirmed he will wrestle again; it's a matter of when he will be cleared by WWE. Whenever he steps out from behind the commentary desk and back into the ring, he should be placed immediately as a high-class destroyer.
Like Nakamura, Joe was unfortunate to come up against AJ Styles in the middle of his phenomenal (pun intended) WWE Championship run. Before that, he earned a shot against Brock Lesnar for the Universal strap, which was never going to end well. The time to move Joe into the top tier was when he came up against Kofi Kingston towards the end of his reign. Kingston lost his title to Lesnar instead.
WWE should pull the trigger on a Samoa Joe title run as soon as he returns like they should have when he feuded with Styles or Kingston. He has the familiarity with the fans already, so seeing him catapulted to the main event would be a relief more than rejection. That's half the list made up of NXT champs now, and we haven't heard the last from the black and gold...
