Something like a Hell in a Cell match should be properly built to, the climax of a long-simmering blood feud. It's not something you should just throw out there without reason, nor should WWE just schedule an annual Cell match while trying to build worthy feuds around it.

Because of crammed pay-per-view calendars, and millions of rematches that span from one pay-per-view to the next, matches like Hell in a Cell can be diluted, their presence diminished as a result. Take Batista and Undertaker's Survivor Series 2007 match. Coming on the heels of a Cyber Sunday match between the two that already had a conclusive finish, a rematch was still set for Survivor Series three weeks later, inside the Cell.

On the 2November edition of SmackDown (airing 16 days before Survivor Series), the match was made official when Michael Cole brought it up during a match pitting Festus (the future Luke Gallows) against Domino. Because nothing says, "the alpha and the omega of pro wrestling finality" like a casual note during midcard filler.
