When the 'Anonymous Raw GM' started using Michael Cole as its voice box in June 2010, fans buzzed over the possibilities. Would there be a new authority figure debuting soon? Was this a heel's way of messing with the babyfaces? Maybe Cole himself would be revealed as the laptop mastermind playing everyone?

Nope, it was Hornswoggle.

He was picked because WWE blatantly hadn't come up with a satisfying conclusion to the angle and decided to blow it off in the lamest fashion one could imagine. Before that, the Wizard Of Oz-like control freak just sort of disappeared without any attempt at an explanation. Lil' Horny wasn't unveiled until Raw 1000.

Why did WWE bother bringing the idea back if they didn't have any plans for it? Worse, they did it again in 2014 as a one-off before The Authority reassumed power. Without an actual conclusion, this story was doomed to fail.
