Scott Hall is one of the biggest stars never to be a World Champion in the WWF/WWE. In fact, Hall didn't win a World Title in WCW during his tenure there either. That's surprising, because the man was a talented performer, charismatic, and over with fans. As Razor Ramon, he was often posted in the Intercontinental Title hunt, rather than for the main belt. Razor did feature against Bret Hart in a WWF Title match at the 1993 Royal Rumble. This wasn't too long after his debut, and it'd be the closest the man would come to the championship during his run. There's long been rumours that Vince McMahon was finally ready to make Hall a main event player in 1996. Of course, that would be the year the man infamously jumped to WCW and formed the New World Order. Whether true or not, the WWF should have went further with Razor Ramon long before '96. In many ways, the guy is exactly the kind of performer WWE are crying out for now, and it seems hard to imagine he wouldn't be given at least one World Title run. Coming off his loss to Shawn Michaels at SummerSlam 1995, Razor was ripe for a shunt up the card.
