8. Sonya Deville
Another longshot here, considering she's not even an in-ring performer right now, but you can't rule out a proper Sonya Deville return happening relatively soon.
Currently working as, essentially, Adam Pearce's sidekick, Sonya was superb during the whole Mandy Rose story from last year, culminating in what is up there as WWE's greatest female singles bout on pay-per-view. It was genuinely that good.
It's matches like that which provide a reason for someone's inclusion on lists like these. Deville, in that one match, proved she's capable of producing a standout match on a big-four pay-per-view, so much to the point that her and Mandy's match was more talked about than either of the Women's Championship matches on that card. That speaks volumes.
Deville is clearly ready for her first championship in WWE. You don't necessarily have to remove her from the authority role to do so either, as this can easily be worked into the storyline. Authority figures holding championships vary in quality (did we really need Triple H as WWE World Heavyweight Champion in 2016?), but you just know Sonya would pull it off expertly well.
She has to at least be involved in the women's match this year. Her return to active competition must be on the cards right now. Unless she's not wrestling by her own choice (entirely possible, after the horrible trauma inflicted on her last year), then WWE are missing the boat on her.
