Sitting just outside the medal positions (albeit on a technicality), X-Pac is in fourth place with his second reign. It lasted 120 days, from October 18th 1998 until February 15th 1999. 

The man he defeated to start the run was none other than 'Mr European Championship' himself, D-Lo Brown, and his reign was ended by Shane McMahon. 

43 days later, Shane would retire the belt for a short amount of time as he wanted to retire as an undefeated champion.
