8. Bret Hart / Lex Luger - 1994

By 1994, the Royal Rumble had evolved into the match we know it as today, with a WWF Championship match at WrestleMania going to the winner. Except that wasn't what happened that year. In a lame finish, Bret Hart and Lex Luger "co-won" the Rumble after falling from the ring and hitting the floor at the same time. Was it an accident? Was it a work? What's certain is that it sucked, failing to deliver what fans had expected from the bout. Following the confusing finish, WWF President Jack Tunney said both Hart and Luger would get title shots at WrestleMania. In other words, they diluted the importance of the Rumble victory. The match hadn't stood one man out as the next man, it had instead created an "as you were" situation with Hart and Luger fighting it out for the top prize. Luger would go on to lose to WWF Champion Yokozuna in the mid-card of WrestleMania X, before Hart captured the belt in the main event. If that was the desired finish, why not just have Bret go over in the Rumble?
