9. Billy Gunn
It's pretty easy to understand why The New Age Outlaws were one of the most popular tag teams in the WWE for a while. Aside from the fact that there weren't a whole lot of other options in the division at the time, Road Dogg and Billy Gunn were the kind of bad boys that you loved to hate. And then when they joined DX, there was almost no reason not to love 'em.
Except for the fact that Billy Gunn, without any of his compatriots around to feed off, was one of the most grating characters of the Attitude Era. With a gimmick that relied solely on butts being funny enough to collect titters from the audience, Mr. !*$% always looked lost without Road Dogg by his side.
It's not that he wasn't a capable enough performer in the ring - he was certainly better than his tag partner in that respect - it's that his 'sexual charisma' was so obviously manufactured that when you weren't busy waiting for him to stop shoving his rump into the camera, you just wanted to sit him down and say "Hey, listen guy, just take it down a notch. You're not Rick Rude. And that's ok."
