7. Chris Masters
Everyone loved the Masterlock Challenge, but there always seemed to be a limit on what Masters could achieve, even if he did have the best abs in all of WWE (plus: dancing pecs).
His second run, however, was perhaps even less eventful than the first. He came back in mid-2009 to so little fan reaction that it took the commentators acknowledging that it was only two years ago he was one of the company's brightest young stars for us to remember who he was.
What followed was a two-year stint wherein Masters drifted from Raw to SmackDown without ever being given the opportunity to act out any major storylines (or, really, anything at all besides a handful of nothing feuds against the likes of MVP and Chavo Guerrero).
In the end, this seemed to be a signing aimed squarely at adding some extra numbers to the roster as WWE prepared to bid goodbye to some of its better known veteran performers. Inevitably, though, he simply wasn't able to fill their shoes.
