The Mouth of the South takes it by a country (and Western) mile. He had great success with tag teams in both WWE and WCW, most notably with the Nasty Boys and the Hart Foundation. He also managed real-life best buddy Hulk Hogan to WWE and WCW heavyweight titles before betraying him to help the Giant win it. 

Still, he racked up the majority of his gold in Memphis, a territory notorious for its hotshot booking. Luckily for Jimmy, Memphis used AWA championships during his time there, so alas, they count. But isn't it just like Jimmy to pull out a cheap win on a technicality?
