It might be wiser to emphasize the relative youth of a new heel group, while avoiding any connections to stale Attitude Era holdovers (see: Authority with Triple H, Stephanie, Kane, and sometimes Big Show). That said, there aren't many things left that can be done with Bubba Ray and D-Von Dudley, aside from letting Bubba be Bully Ray again. If he's not going to be showing off his impressive calves, then use the two veterans as henchmen.
Certainly, the Dudleyz have no problem putting other guys over, and thus employing them as the first line of defense is a fine use of their talent and experience. The counter to this is that associating them with Gallows might trigger some unpleasant Aces and Eights memories.
