2. Cactus Jack Is Back
By the turn of the new millennium, WCW was in steep decline both financially and creatively. Bret Hart's career was over, Russo was considering putting the belt on Tank Abbott and Kevin Sullivan's promotion to head booker meant exits for Chris Benoit, Eddie Guerrero, Perry Saturn and Dean Malenko. Nevertheless, WWE strove onwards, trying to find new ways to put the nails in their rival's coffin once and for all.
Stone Cold Steve Austin was injured at this point so it was left to the remaining top guys to carry the company in his absence. Triple H was the top heel at the time but he needed to be separated from the company's top face, The Rock, until WrestleMania (a tactic so often employed during the winter months).
This happenstance paved the way for the glorious and final (proper) return of Cactus Jack in a reveal so emotional it still gets the hairs on the back of your neck standing to attention to this day. Even after everything he'd given, Foley still had gas in the tank to headline the Royal Rumble, No Way Out and WrestleMania 2000 before retiring.
